In Ursula LeGuin's novel _The Dispossessed_, the society on the large moon Anarres manages this by having everyone do a certain amount of unskilled, unappealing, but necessary labor (referred to as "kleggich"), so it gets spread around. Anarres is a sort of centrally-organized, anarchic, imperfect utopia. If you think any of that sounds contradictory, well, read the book, and you're welcome to describe it differently.
