You've asked a foundational question in Universal Darwinism -- but I think a quicker answer which will clarify /to what/ evolution applies is available: Evolution only applies to replicating entities. Where there is no replication, there is no evolution -- there is merely change over time, which cannot by itself yield "design" (or adaption or knowledge or "complexity").
That said, your preception that evolution is related to stability is right on the money -- natural selection in that way is totally comparable to entropy, as both forces are "movement away from instability" (the double negative is needed to avoid teleology)
