That is a plausible equivalence relation.

Great! I *do* have choices about my degree of intelligence and my state
of self-awareness. That doesn't mean I make the maximizing choices 100%
of the time. If I have a first-order approximate understanding of what
Brodie is saying, then the springboard for level-3 IS that one has
choices about the above. Deny these assumptions, and one finds level-3
inconceivable.

I am getting the impression that you find these choices implausible, with
corresponding consequences. There's no problem with that.
