virus: Bribery etc.

Have you noticed that eventhough throughout human history about a
zillion different regimes appeared, each with its own unique idealogy,
there has never been a regime which clearly upheld bribery?
Of course they're cases like the dying Otoman Empire in which each
request had to be followed by a bribe ('bakshish' - 'ask' or 'request'
in Arabic if I'm not wrong), but no regime has clearly supported it, no
matter how revolutionary was it.

Why?
Are there any similar things?
