Yes, the Bio/Ideohazard morph uses 50 frames for smooth animation. I
could cut down the number of frames at the expense of make it look
more jerky, or go with a static Ideohazard which is less than 3k.

The banner ad itself will be redone in Macromedia Flash instead of
an animated GIF. That should reduce the size to a few K rather than
a hundred K.
