If *order* is what a process does (and if a meme is a process),
then--tentatively--I would say that a meme "orders" things similar to how a
wheel rolls; because that is what it does....like water flows. I can't
describe the emergence of function except to say that it is contained in the
form.

If the form of a meme is the encoding of properties into a pattern, then the
function of a meme is to make patterns...this is self-order. Though, to
further say that there is a "volition" by which this order might follow some
sort of conscious decision to become more efficient and more consistent (to
be more "ordered" and more "self"...self-ordered) is stretching the point.
Similarly, one might ask by what process does language become refined
(within a discipline, for example) so that the language is incrementally
more precise and more self-referential? My guess is that information
follows a course of efficiency and consistency as surely as energy follows a
course of entropy.

The meme called "freedom" (or the evolutional stage when chance
ruled...according to my charts), shows that by a simple process of
combining, separating, creating, destroying, mixing, and matching, chance
"settles" into an order. The process which creates life may have been
such...but life should be example enough of "specialization" (self-order).
The process of self-ordering is typically a rule-based one which utilizes
series of positives and negatives to transpose energy and matter into a
system of "self" which is incremental and progressive.
