That is why every math test I have ever taken, or given (I'm tutoring a
student in pre-calc at the moment), uses problems that are different than
the examples that are learned in class or in the homework. By testing using
unfamiliar combinations of the concepts or numbers you test the ability to
apply a learned skill to a novel situation, therefore testing the students
knowledge and aplication of that skill rather than simply rote responses.
Now if you want to debate whether a learned skill is a "meme", that's
another can of worms entirely. (And a discussion in which defining the term
"meme", once again, becomes paramount.)
