I understand that but he is wrong for the same reason that the maximum
possible human lifespan doesn't not depend on diet (even though what you
eat obviously affects your lifespan). The maximum possible velocity does
not depend on any vehicle (and, in fact is theoretically unreachable in any
given vehicle).
