I am treating organizations anthropomorphically ... which is an obvious
fallacy. I arbitrarily define an organization to be in a panic when the
organization perceives its goals as being endangered. Thus the American
government ostensibly does not get involved in religion because by
definition government goals have nothing to do with religious goals. On the
other hand religions get involved in government constantly to maintain
government sanction of religious goals: Birth Control was first, now its
abortion. Prohibition was first, now its drugs. etc.

Given my definition of panic in an organization <which might be based on an
inaccurate analogy> then panic paralyzes individuals, but energizes
organizations....
