I say Yes and No.

I can see institutions as producing obfuscatory (don't you just love
this language?) memes for a variety of reasons.

But I agree with David. Art is a meme that keeps precision to a minimum.

I think of it as a soft meme-- open ended ideas that can be interpreted.
Kind of like the parables spoken by Jesus on the mount. Or the book of
revelations.

A soft meme is not specifically engineered to defeat a certain other
meme, but can be reinterpreted and interpreted differently by different
people.
